I also can't transfer my MadLotto points to one of the other DreamCentury sites either. This is what I read every time:

"An error occurred on the server in the processing of the url. Please contact the system administrator".

reasons often come up:
- Do you have at least 100,000 pts on MadLotto?
- Are your CadoVillage and MadLotto accounts attached to your DreamCard (same name, first name, postal code and email address)?

Otherwise, contact Customer Service with the exact error message that appears.
